The ICN System if formed by the Codifier and Electronic System. operation is based on the modern concept called "trazabilidad", or tractability which allows identification with a certifiable method by a third party.

Why should a baby by identified?
- Because if it is not done, changes and mistakes can be made of grave consequences (some babies become the targets of trafficking).
- Because the law protects the rights of the newborn to be identified at the moment of birth. (Since 1999, by a mandate of the supreme tribunal).
- Because the civil registry requires the fingerprints of the newborn and mother be included in the birth certificate, to guarantee the baby's right to know who is his/her biological mother.

Easy to use top technology
The highly-integrated, new ICN terminal - SeiN - , while based on the newest innovations, is very easy to operate for everyone who uses it. Besides other features, it includes a biometric camera for the baby, a biometric sensor for the mother, wi-fi wireless connection system, a code reader, touch-sensitive screen, fingerprint recognition system, and data encryption system (measures that there won't exist any error and to ensure complete security, besides the absolute confidentiality of information, it has a encryption code). This type of terminal reduces costs and replaces, as of November 2004, the current ICN equipment in use in maternity wards.
